Composite Cables Give Grainy Video, Rca Give Green Lines

Trying to fix one up here for my friend's bday......with the standard RCA cables, the xbox boots and runs things fine and the audio plays, but the video is just a greenish tint with wavy lines.

I tried the xbox on my composite cables, and everything comes up fine.  The video, however, is poor quality, but it's all there and visible.

If someone could point me in the right direction, I'd appreciate it.  it's a 1.3 box.  I tried a couple sets of cables, so I ruled that out.  Is there missing components on the mobo that could cause these problems?  Where on it should I look?
