The dipswitches will depend on your monitor and how it syncs, there is also switches for brightness adjustment which can be locked down. The VD-Z3 is only available through Vdigi.com

Which one is best for an LCD monitor?

My monitors 19" and has a rise and fall response time of 10/15 ms.

Is this good enough?

i would go with the VD-Z3. i have one myself and i couldn't be more happier with it. the resolution is superb and the games that support higher resolutions look amazing. the only thing i hate about video transcoders is that you can't watch watch dvd's on it because 480i is not supported on most monitors(at least through my xbox and settings) make sure that the vga cable that you hook up to your monitor has a ferrite core filter or you'll get a little distortion. when hooking up the VD-Z3 for the first time, hook up the y signal cable first, it's the green connector into a regular tv yellow video in jack (it will be black and white picture) and go into your dash and enable 480p, 720p or 1080i. only then will you be able to hook it up to your monitor to get a color picture. if you have the latest dashboard, which i assume you do. to switch between 480i and 480p in your dashboard, press and hold the left and right triggers together without releasing them and press down on your right and left thumbsticks simultaneously. need any more help, just ask  :D

Is there a way to find out if it does?

just go into any computer store and ask for a vga cable that has sheilding insulation to prevent distortion

I meant for my current monitor. There was a list of Monitors with Sinc on Green or what ever its called. The site I bought it from (Newegg.com) no longer sells it.
