whats the make and model?
Change the Frame bias caps in the frame output.
Resizing anything will not move the Frame at the top if its a tV fault. If you made your game display 5cm bigger you would just not see the top 5cm cos the Frame line would still be there.

I am pretty sure there is a frame Mod kit out for that chassis. the model is slightly different to the models we have but. the Frame chip will be a TDA8350Q and is actually the likely culprit. It would need aversion 4Y or later fitting. There is also a 220UF capacitor to change.
You could get lucky and someone may have gone into the service mode and altered the Frame shift but it may well have a problem

Basically it would need professional repair so if in doubt don't buy it unless you can budget for the repair.

Twiddling will not cure it. Now the image is working its clear the set has Frame Foldover. you can even see the line pairing at the top of the image thats visible.
Its not expensive to put right for a TV engineer.
