I know what your talking about, and it is apparent and very noticable after you have been playing a game or viewing a movie in the higher resolutions, then going back to 480p.  What you are seeing is not scale lines, but black lines that are in low res 480p (640 x 480) games and movies (just no larger pixels with less information); it makes the image looked grainy and washed-out.
