It's your television's overscan.  Basically sets have overscan so you don't get black borders since the size of broadcast television tends to vary.  Many are set a bit too aggressively - the only way to change it is in the Service Menu and you should really have a DVE or Avia calibration pattern and know what you are doing or you will wreck your set in that menu.  My advice would be to choose skins accordingly or even edit the skins (evox has a bunch of programs that do this in a gui for you).  Otherwise you should go to www.avsforum.com or www.hometheaterspot.com and start a whole learning curve (which may end up with a greatly improved picture as a bonus).

Also - media center has a screen calibration to perfectly adjust overscan in the settings menu.  It only takes affect for media being placed and does not adjust the user interface/skin though.
