I believe it depends on the game. Some NTSC games will display at 720x576 in PAL mode, but it is just a stretched 720x480. Others are multi-mode, and can display either PAL or NTSC.
Again i believe it also depends if you have PAL-60 enabled and a compatible TV set.

And no, you cannot switch between NTSC and PAL in-game.

As discussed before a lot of PAL games runs much smoother on NTSC than PAL. NFSU is a brilliant example of thi.  I have a PAL box but run all my games in NTSC now...

PAL has indeed 96 horizontal lines more,  but NTSC is superior in "smoothness".

I found that if I play PGR1 (NTSC) in PAL I can't get anywhere near the times needed to win medals. Even when executing a text book race, not common, I can't win the medal. Switch to NTSC and I can beat the times.
