Xbox media player might play them, but it plays my divx files from my cd, so i would say  screw vcd and play the divx files if possible(better resolution anyways!!).

just copy the AVISEQ.DAT files to the hard drive and play them
you can then also rename them to something nice too

The problem with playing the .dat files through XBMP is that it always seems to stop playing before the end of the file, like it misjudges the length or something.  I don't know about the menu's you want to access but if I wanna play a VCD through my Xbox I use a Linux distro and mplayer.  It plays them without problems, so maybe you could try that.
