yes, a skin involves changing the colors or even shapes and layout of the dash, while the background is basically the same as changing the desktop on windows, its just a picuture displayed in the back.

ie what tools ?? or do you need to be in this debug mode thing ?

in theory gnutellafan is right - a skin is more intensive than a background - however all of the ms dash "skins" are pretty much just backgrounds added to colored dashes. i've been dyin to see someone kick it up a notch - but so far they all seem to be either a custom HeXbe xbe or a tHc dash with a background added in. so if you're looking to "skin" your own dash adding a background will pretty much catch ya up to everyone else
