If tried to get arrows to show up for the menu when items are off the screen using conditions as stated in the user docs but can not get them to work at all any time I add the <condition> line to my xml the item wont ever show up. I've even copy and pasted it straigh from the docs but still no go.

If any body has a working has a woking skin xml that has arrows appear only when items are off the screen please post it or at least tell me how properly

Look at the internal.xml file (in developer.rar) and check otu the simple internal skins.... they use conditionals for the menu arrows, I believe.
