well, "MXM skinner" is a great program to arrange the menus, and create the MXM.xml with, but you still need to know how to make backround videos and stuff....which you need video editing software to do.

If you jut want to make basic skins, like the evox ones, you can just import pictures to use as a backround...into MXM skinner. Give it a shot. You can DL MXM skinner in the usual places
