I have an FTP pro program, an older machine with win98, I use an crossover cable to connect to my xbox but I can only achive less than 50 BYTES!! per second, it should be at least a couple hundred Kb. <

ftp networking between the pc and the xbox can vary due to network cards, cables, etc... being used. Try a different configuration. I used an old hub at one time and got a very slow speed. Then updated to a new linksys switch and achived a 4900kb transfer. So change out your connections and see whats best.
