Good question, I don't think the fan speed will "hold" past a reboot, unless you permanently dial it into the BIOS.

I don't know that increasing the speed is a good thing, though, as you may just burn out the fan (and that would be even worse, wouldn't it?)

The Xbox should be fine, even with a new hard drive, unless you have it placed on carpeting.
