The topic has been brought up before, and we came to the "conclusion" that maybe
we got lucky and the author of CXBX (xbox emulator) would manage to create such app.
This may sound as an simple task, though, it ain't.
I doubt we'll be seeing a XMV converter application any time soon.

MS XDK does infact produce .xmv and you are only able to convert them into .xmv and not back to .avi or .mpeg whatever they were in.

The XDK comes with a sample app that allows explains how to make an .xmv viewer for the xbox.  Pretty simple actually.

Yes, I'm currently revisiting all of the "subsystems" of MXM, sprusing them up and re-organizing them a bit. XMV will get support down the road.
