Download Evox skinner:

Make the backgrounds in Photoshop/other editors, and layout/configure the skin.ini file with the program linked above.

The menu structure is defined in Evox.ini, Evox's main config file.  This is different than Skin.ini, which is an individual config file for each skin.

There's a guide listed in the Pinned Key Threads list for the tutorial of the INI (I'm updating it now).

is there a tutorial explaining all the options on the bottom, cuz i don't wanna bug you with all that

That will explain how to set up the menus. Making a skin for the Evolution X Dashboard is much, much easier (and safer) than writing your own evox.ini file. If you're still new to all of this, stick with a generic .ini until you've read the tut, and understand how the menus work.
