You have that backwards...

The computer should be connected to the VGA IN, and the Monitor to the VGA OUT.

When I first used my X2VGA+, I tried connecting it to my computer with a normal VGA cable that I had lying around. The image from the computer didn't look very good, so I bought an SVGA cable off of eBay for $7, and now, the image has no deterioration.

I hope getting an SVGA cable solves your problem
