Xbox Won't Boot - Black And White Lines

Anyone have any clue of whats going on with this xbox, it is a 1.6 and when i turn it on it doesn't even boot, the only thing that appears on the screen are black and white lines.  I unplugged the HD to see if the hard drive was dead, but it didn't matter the same thing happened? Any Ideas ....
