Try deleting the cache on the E:, X:, Y:, and Z: partitions.

Oh, and one more thing, and this may sound stupid or irrelevant , but just go with me on this. Is the time and date on the xbox correct??? Check it out and if it's not, set it to the correct time and date. That also might help. Good luck.

Well I just tried launching it via evox since I've been reading about all kinds of probs with the game loading. It works fine.. I have TSR set to normal and IGR enabled.
Using evox 3935

I changed my evox.ini (open your evox.ini and edit the following values:
TSR_Type =1
GameRegion = 1
also add:
DebugTSR = No
this will give you real ntsc mode and the game should work.)
But my question is do you have to change this everytime to play a game off the hdd or dvd?

I backed up my copy of GTA San Andreas onto the Xbox HD. When I go into HDD Loader I can see the game there but when I click to load it it seems like it is going to load but then just goes back to the dashboard.
I backed up Burnout 3 and that loaded fine just having a problem with GTA San Andreas.
