this is a problem with the evox.ini, you should have...

DVDPlayer   = "c:\xboxdash.xbe"

of course if you don't have a DVD Dongle then you need to get DVD-X v2.0 and install it

I have a dongle and it still does the loading screen stuff.  So I need to get DVDX?

No, you don't need DVD-X. You need to make sure your original xboxdash.xbe (named whatever you want)  is on the C drive, and that evox.ini points to it correctly.
It's a bit confusing, but if you can FTP, it's not complicated.
