There is a Error Code Guide HERE. The 21 error is just a general error. Many possibilities.

no some of my files was missing thats y it was giving me a error 21 i didnt install slayer by the way i just used the c file and copyed all the files over to the xbox c then i rebooted it the the problem was fixed i have had the problem for weeks and people have been telling me to delete xbox live to fix the error but ive fixed it now so i dont have to delete it
