The only thing I can think of why they call it "dangerous" is if you switch NTSCz<->PAL and your tv doesn't support the new mode, it will then have a scrambled view and it is kind of hard to change the display back when you doesn't see anything. I thik this should only be a problem on very old tv's though.

I've switched between ntsc and pal a lot of times without any problems.

In general, about 80% of my games, regardless of ntsc or pal, is running fine in PAL mode for me (even ntsc games). Although, there are some ntsc games that refuses to run or hang if run in PAL mode, but then you simply switch mode.
