The only time I got an error 13 was when I was putting a new hard drive in and evoxdash.xbe copied, but nothing else, so it found the dash, but not any of the files needed to load it.
Use Slayer's to copy the files back over and it should run fine. All you should need is the C: drive. No reflashing, nothing fancy.
