if you are trying to ftp over the internet to your xbox you need to ftp to your router's ip and in your router forward port 21 to the internal address of your xbox.

I didn't mean to use ftp to setup port forwarding...  i meant ftp to his router AND have port forwarding setup on it.

oh, so by over the internet you really mean though that the computer in your house with the one IP from your provider, you are trying to access the xbox in your house with the other ip from your provider?  If that doesn't work it could be something on your provider's end.  Sometimes they don't let you hit other ip's on the subnet you are on since if they divide it a certain way it would just be a bunch of other houses.   Your best bet is to get a router so that you have internal address's (and some protection from the internet) and then could hit the internal address of your xbox.

But how do you have things cabled up to go out to your provider anyway? is this cable modem or dsl or what?

Well I am not sure how you have your network.  I would dissconect your DSL and shut off all firewalls and try a local FTP.
