Got nothing against you, but you got a couple things wrong about the Dreamcast.
Just because the Windows CE logo is on the front does NOT mean said operating system is 'built-in' to the DC. It mearly means it can run it. If a game/app uses WinCE Dev Kit for the DC as its development platform, they must actually put the files for WinCE on the media they write the game/app on (be it a CDROM or GDROM). That is the ONLY way the Dreamcast can use WinCE.... and it is used as effectively as an old man uses his broken legs to jog a marathon.
For two, the Bleem!Cast emulator (the name of the Bleem! port on the DC) needs to be bought in seperate discs and can run only one game per disc- the Metal Gear Solid disc can only run Metal Gear Solid, the Tekken 3 disc can only run Tekken 3, and the Gran Turismo 2 disc can only run Gran Turismo 2. Each of the discs has a seperate build of Bleem! to run each of those games effectively, and even if you could trick it into loading a different game, it wouldn't work well, if at all. And, contrary to popular belief, there is no leaked 'full' Bleem!Cast ISO that can play every PSX game on the DC.
Both questions are properly answered if you actually went to a Dreamcast emulation and/or dev site and read the newbie FAQ. Do you even own a Dreamcast? Apparently not. Again, not to diss you, but even the naive on the DC homebrew scene has the answers to those questions burned to the back of their brain (except for the hax0rs who claim to have the leaked Bleem!Cast CD and the XBox emu for the DC [Runs Halo at %50 garanteed!]).
