Yes you can , you would use the same software that you use to format a new drive [ depends upon the drive manufacturer as to which software is best ] . The procedure for re-doing the Xbox drive is the same as if you added a new drive [ see the manuals that have been posted ] .

There is a controller button combo that will reformat your hard drive in the xbox to standard but it will also delete any music or save games files that you have

Once you are in the msdash reformat or "recover" the E partition with the unique keypad sequence needed for your xbox at the information dialog screen.
This code is based on the serial# of the xbox, you can try and get it from m$tech support

This will rebuild the E drive.
(as well as delete all you’re saved games, get a memory card!)

you can format a xbox harddrive by using a low level format dos program called ontrack disk manager even if you dont have the harddrive unlock code
