Would it have anything to do with the evoxdash.xbe? like do I rename it to Default.xbe?

If trying to boot to Evox from a CD/DVD in your DVD-ROM drive, it must be called default.xbe.  If trying to boot to Evox from your HDD, on the other hand, it must be called evoxdash.xbe and your MS dash must be called xboxdash.xbe

Additionally, make sure the following line appears EXACTLY as follows in your evox.ini file:

MSDashBoard   = "c:\xboxdash.xbe"
