That depends on what's causing that error 07. Try swapping out the hard drive with a known working one to see whether that at least gives you some other error code. If not, try power the HDD with an external power source and check whether that makes a difference.

In that case, the HDD is certainly at fault, and will need to be replaced. You will either need to use an EEPROM reader (check my sig) or a modchip in order to install a new drive in the system. I would personally consider the reader to be "cheaper", especially when you consider that it can easily be used with other problematic consoles in the future, though its usage is probably a little more complex.
