A laggy startup is usually caused by the BIOS trying to talk to a DVD drive that isn't there. It's pretty much the same as an error 12 with the stock BIOS.

Presumably you've since tried reseating all the cables and so forth? What about booting with no DVD drive at all?

What exactly are the benefits of a TSOP-flashed 'box compared to a softmodded one?

A TSOP flashed 'box will give you all the features of a modchip (or most of them) but with no major soldering. It really just depends on what you are doing, and as long as they are both installed right they should be just as reliable as each other
