I am using a Toshiba Laptop with Windows XP & have no flickering problems. I think that you have to either check to see if Dell has a monitor.inf file for your laptop or see if there is an upgrade for your video drivers. Finally, also check with Dell to see what their recommended refresh rate is for your laptop based on the resolution you have it set at.
Hope this helps, BIOYAM.

the background flickers like a mofo on the computer i'm on right now. it doesn't flicked on my computer, but my computer decided to take its own life, and i've yet to fix it. so anyway, the main page flickers on this cheap-ass 17" at 60hz (i guess that's what optimal is, since i don't have any other choices).

Again, this flickering might have something to do with your video driver and/or your monitor.inf file settings. If you have picked the wrong monitor (In windows-Control Panel-Display Settings), you might not have access the scan rate to what your monitor allows. If your monitor is not listed, check your monitor's website or just use one of MS default monitor settings that allows higher refresh rates. Of course, if your monitor only scans up to 60 hz (I am assuming at 1024X768 res?), then you are screwed. Usually, even cheap 15" monitors will allow about 75Hz at 800X600(try this will small fonts).
Hope this helps all of you.
