ps3 dev wiki has all the payloads and pinouts of the dongle.
By the sound of it - if you can get the payload to work on an actel - you can make your own. payload 2.3 is decrytped so..

It also seems this is a very old hole (dev copy booting) which can be fixed (by not letting the dev eboots leak) So far most popular titles have though. I cannot see why a dongle is even needed for this - but its a good way to make money off a $4 chip.
