Agreed - ridiculous to think that the ps3 is not powerful enough to emulate the ps2. And to say the 40gb ps3 will never support ps2 BC, is ignorant. If sony decided to go the emulation route like MS, then the 40GB ps3 would thereby support ps2 games. But currently it does not.
But i'm not sure what you mean about the european 60GB not having hardware BC... are you saying the european 60gb is the same as the north americas 40gb ps3? Currently it is not possible for the ps3 to support ps2 BC solely on software emulation. Regardless of what the HDD gb size is, there is only 3 different ps3, in reference to ps2 BC:
1) Full hardware ps2 BC - has the emotion chip and the other necessary ps2 chip sets
2) Part hardware ps2 BC - no emotion chip, but contains the other ps2 chip set
3) No ps2 BC - no emotion engine or any other ps2 chip sets
