I'm just curious about how "the ability to send and recieve radio signals" by which they mean wi-fi has anything to do with them being able to do anything bad with it?  They can't send messages thousands of miles with it, maybe send it to another prisioner a few cells away if he had a ps3 and they were connected to some sort of wifi network that the prison had unsecured, but otherwise isn't it easier just to yell down three cells or tell the guy in the lunch line you're to beat him up in the shower.
