I just installed it but I have no idea what it does and I can't find any info anywhere.

Anyone have a clue?

It seems it's not available for the US ps3 yet but here is a link to the Japanese site clearly detailing 1.11.

Although you could already do all of that by pressing triangle on your account.
 
 Not really worth a system update.
 
 Must be security issues or some other part of the dash.
