the process for flashing the chip differs from programmer to programmer and changes depending on the software you use to flash it. So once you buy (or build) a programmer and find software that's compatible with your programmer you should look up instructions for that.
it's pretty damn easy though. I have a USB programmer from microchip themselves (it's an expensive $50 one) and it came with it's own software.
I basically stick the chip in the programmer, plug the programmer in, open the software, File->open the .hex firmware file and then click the big "WRITE" button
a status bar will pop up and let me know when it's done (usually takes about 3 seconds).
I would imagine it's not much different with other programmers/software.
