most car adapters should be able to handle the voltage current automatically. check the specifications label to be absolutely sure, it can vary between the manufacturers. the psp should need about ~5v.

the power brick supplies a 5v current straight to the ac port of the psp, so it should work for all regions. it does not come with it's own wall charger, since it has to use the same sony one that is packaged with the psp.

new zealand may have diff voltage but the jap psp vs american psp does not.  So you can charge your jap psp just fine in your car.  And just get an adapter for the wall outlets in your house then all accessories like the pelican work the same for jap and us versions.
