You may do some research on the benchmarks of the two.  I have seen it somewhere but now I can't find it.  You can do a google on benchmark tests.  I know that you can overclock the e6300 to run faster than the stock x6800 (or whatever the extreme version of the dual core chip is).

I want this to be a quiet computer is there anything that will give me the same perfomance for the same price but quieter. Also im worried about the psu is it powerful enough?

Brand    LOGISYS Computer
Model    PS550ABK
SPEC
Type    ATX12V
Maximum Power    550Watts
Fans    2
PFC    No
Main Connector    24Pin
Dual +12V    No
PCI-E Connectors    No
SLI Support    No

The cheapo $19 power supply may not have the PCIe graphics card connector.  I would double check before getting that power supply.

The 120mm fan in a case is definitely better than a 80mm fan.  If it can accomodate more than one 120mm fans, that's even better. It's always a good idea to keep your system running at a cool temperature.  Overheating can shortens the lifespan of PC components.

Regarding the power supply, definitely get one with a PCIe connector for the newer graphics cards.  Also if you can find one with dual (or even triple) 12V rails, it's better than single 12V rails.  But then they are more expensive as well.  If your graphics card is a moderate one (7300GT) and not the latest $400+ card, then it won't use that much energy.  Usually your graphics card uses the most energy followed by your CPU.
