Yes you will see a big decrease in speed, but if your on 56k now you will still love the "decrease" which in your case would be a major increase.

For good ol' ADSL, the maximum distance between you and the nearest CO is 18,000 feet (~3.5 miles). Even within that distance, you'd see a definate difference in speed from 3 miles out compared to across the street from the CO.
