This should do it. If your hard drive is new then one thing you might want to change with these instructions is in step 1. In step 1 in addition to adding the eeprom.bin to the eeprom folder you will also want to add the contents of both the C folder and E folder from system/all in Slayers 2.7 to the C and E folder of xboxhdm
With this you can lock and unlock your hard drive as well as install a new hard drive from scratch. If anything goes wrong you still have the eeprom file burned on the xboxhdm CD that will allow you to unlock the hard drive and erase it or do whatever you want to do with it then lock it again when you need.
Yea, I made a disc like this last night (didn't know I could've thrown the eeprom on it beforehand; otherwise I would've), so I won't do something this stupid again

Also what hard drive brand and model do you have? If you cant get your hard drive unlocked with your eeprom file there are different ways to possibly unlock it depending on what model you have.
Well, I bought the hdd about 3 days ago, so I'd hate to see it goto waste. It's a WD 250GB hdd with 8MB buffer (Cavier SE). Spent $80 on it brand new, so $20 is pretty trivial to me, as I was ready to spend about $100 on a hdd anywayz (but if I can stop spending now, all the better
