you must lock the HDD to the softmodded xbox
3 ways to do it
1 xboxHDM (with eeprom.bin from softmoded xbox)
2 chiped xbox (edit the eeprom)
3 chimps HDD tool

I use Xboxhdm to build the new drives. Print out the instructions so you can refer to them.

FTP the C and E drives to the PC. Make sure you have a file named eeprom.bin. It should be on the E drive.

Put the C E and Eeprom in the respective folders.

Run Make ISO Win.

Boot the CD with the new HD as Master.

Option 1 - Build new HD

Reboot

Option 3 - type "lockhd -a"

All of htis will be much clearer after you read the instructions given with Xboxhdm.

Copy your C and E drives - backup your EEprom and copy it to the computer

Format the HDD in a hard-modded xbox (if you have access to one) and copy your original C and E drives to it

Connect NEW hdd to the computer - download and run liveinfo - select the NEW drive - LOAD the original EEPROM from the XBOX - copy the GENERATED password (at the bottom)

Reboot the PC and LOCK the new HDD using hdlock and the generated password (DOUBLE CHECK THIS MULTIPLE TIMES - HAVE SOMEONE HELP YOU TYPE IT IN BY READING IT TO YOU AND RE_READING IT - YOU DO NOT WANT TO SCREW UP ENTERING THIS PASSWORD!!!!).  Use ATAPWD to make sure its locked.

Easy as pie.

In response to a PM about using a chipped xbox to prepare a new HDD for a softmodded xbox (may help others)

1 run a gamesave with configmagic1.6 on stock xbox (in you case it's allready softmodded so just run configmagic)
2 write down Unique HDD Key (32chr)

now on chiped xbox

3 run configmagic and write down Unique HDD Key (so you can put it back when done)
4 unlock HDD in chiped xbox (if locked)
5 put new HDD in chiped xbox and use a boot disk to format and copy needed files

I use FTP for everything with a softmodded C:\  and E:\ image on my PC (custom NDURE)
C:\ has generic fonts
E:\ contains evox dash and configmagic as a APP

6 reboot..
7 in configmagic "edit on the fly" the Unique HDD Key to the stock xbox's Key
8 lock new HDD
9 turn chip off and reboot (if everything works put HDD in stock xbox and re-test)
10 put original HDD back and restore old Key, relock (if needed)

I recommend NOT updating the whole eeprom as others have done and killed there xbox
if your worried about editing the eeprom then lock it on a PC as others have suggested

make sure you copy the real C not the shadowC (if used)

If your PC won't let you build the new drive, go into the BIOS screen, usually by pressing delete or F1 when the PC boots. Set the primayr master to none or disabled. That way the PC won't stop the process. XBOXHDM will still find the HD.

If that doesn't work, connect the power to the HD then boot the PC. After you get to the main screen in Xboxhdm, plug in the IDE cable. Then Select the menu option.

Look some more! I had same problem, but I ended up finding out how to change it. Look for your HDD in the BIOS and see if you can see something that says AUTO. If you see something like that try to turn it to off.  Typing with xbox remote in linksbox takes so long.......I am goinging to try and install a 250GB HDD tomorrow. Not sure if it will with a softmod.`

After i format and install the c and e drives from the boot disc i made with xbhdm, i reboot my computer than selct option 3 to lock or unlock the hdd on the new hdd using my computer i tyoe lockhd -a and this comes up .....Drive on Primary Master is frozen. Cannot change security status of a frozen drive !
Try to disable 'automatic detection' on the primary ide channel in your PC BIOS and reboot.
I laready looked in the bios and see nothing i can change.

Might as well...
Another option for softmod upgrades with a chipped xbox:

This applies specifically to those with an X3 modchip, and the ability to run a game exploit. (You may be able to apply this to other chips.)

1) Get/Setup your softmod files on your PC (I just get the kernel version from the target xbox via MS dash and run Ndure 3.0 installer)

2) Run your savegame exploit on target xbox, Backup Eeprom, FTP it to the PC (Save it to a clearly named folder/filename on the PC!)

3) Load up the chipped/X3 Xbox, hold white button for X3 OS.

4) FTP to chipped xbox and access admin folder, copy eeprom to PC (Save it to a clearly named folder!)

5) Probably should make sure your chipped hard drive is unlocked.

6) Get Liveinfo Beta 3 (App for PC) and run it. Load the eeprom from the target xbox (make sure it's the right one)

7) Copy Unique HDD Key Field. (Paste into notepad or something, if you want.)

8) Close that Liveinfo, and run it again (to be safe). Load your chipped xbox eeprom. Paste the copied Unique HDD Key.

9) Save the eeprom to a different filename. (forsoftmod.bin or something)

10) FTP the new altered eeprom (forsoftmod.bin) to the chipped xbox. Say yes to the prompt on the xbox (for X3)

11) Turn off the chipped xbox, put your big drive in, start it up (white button) to the X3 OS, format, lock it, FTP the softmod files, whatever else you want.

12) Put new drive in the target xbox when done, should work fine. FTP back your old original eeprom to the chipped xbox.

Warning: Do not trust Liveinfo beta 3 to convert eeprom versions. It doesn't work. You can alter the HDD Key and save the eeprom and it works fine. Be careful that you always flash the same version eeprom, or you'll have problems.

Note that you have to reboot the xbox with an X3 before eeprom changes take effect.

This avoids having to write down the damn HDD Key and avoids all that confusion.
Just be careful with the eeprom version! Only alter the hard drive key and save it!

Error 13 is missing or a problem with the dashboard. Seems you are locking it correctly. What did you use to obtain the C and E drives you burnt to the xboxhdm disk?

I used flashfxp to extract both folders to my pc hardrive then i put them
in the xboxhdm and overworte the files there.
