For your situation, you will need to purchase a modchip in order to install a new hard drive. A softmod would not be possible because you do not have a copy of your Xbox's EEPROM to lock the new drive with.

A decent, inexpensive, modchip can be found here, and its installation instructions can be found here. To know which instructions to follow, please see what version of Xbox you own.

I had the same thing happen to my brother's xbox recently...I would like to know how to recover the xbox to a working state....preferably without a modchip because he plays on live alot...The flubber bootup comes up, and then the hard drive starts clicking and the screen comes up with your xbox needs service...I'm not a stranger to opening the case,etc ...already had to replace the Thompson drive that died in it a few months ago...I know that you can replace the motherboard and hard drive as a pair...but was hoping to not have to spend that much....is there any way i could just replace the hard drive...i know id somehow have to find the key...etc....is this possible without modding the console if it wont boot the dash?   or do i have to install a modchip and replace the HDD?

As was said already, If you can't get your xbox to boot due to hard drive failure and you don't have your eeprom data, you need a chip. You can still flash the chip with a stock bios, or remove the chip after your new hard drive is locked.
