All the numbers come from the administrations estimates for 2005.

Can anyone defend this, it is actually what GWB is running on.  I don't understand it, it seems to me the only thing that everyone agree's on is that Homeland security is underfunded, but the guy in charge of the budgets isn't accountable I guess.
