The best advice i can give you is to learn your way around ps first. Figure out what everything does, then learn the most effecient way of doing things. I make all of my stuff in interface stye. Interface is a futeristic, metallic style. In my oppinion one of the hardest styles, because you basically hafta DRAW your stuff.
Also try to stay away from "abstract" and "grundge," two VERY overused styles. Try to be unique. For example, LostBoyz's pieces all have a sureallistic effect to them. It's what makes him...well him.
Now, about filters. filters are there for a purpose, most filters are geared towards photomanip and should not be used as a background, or in a signature, unless its a photomanip. There ARE some exceptions tho. For example: Blur: one of my most widely used filters, i love it, especially "gassain blur."
