not 100% sure, but doesnt flash use .sft or something format? and imageready uses .gif? either way i would go with flash, since i think flash is made specificly for animations.

.gif files would be HUGE
I made a clip like 10 seconds long and it was like 5 megs.  Good luck hosting it.

Stick with flash.

Good advice. I never though about the size of the file, since its going to be about 30 seconds long.

i forgot how, but i KNOW that there is a function within flash, that once you produce a non-interactive .fla, you can then export it into a *.GIF... but then again, there are many differences between the two programs, but i would tell you that you should create most of the gfx in photoshop, then import it into flash.
source flash file = .fla
flash movie file = .swf
imageready file = .gif

Flash can export in practiaclly any format you want.  But if you want it interactive, it has to be .swf.  Flash is by far your best choice for such a thing.
