I'd say it's a LITTLE hard to read and I might change the color a little more to contrast with the background and make it a couple points bigger, but I like the font.
How did you get that effect with the background? Did you just use different brushes with different colors for different strokes? I REALLY like the background.

borders:
create a new layer
select all (ctrl-A)
edit>stroke
edit>stroke again
and theres your border.

yup exactly i just surfed through the brushes and found ones i like and i bouble clicked sometimes to get a darker or a shadow effect like you can see here

feather = (how i use the term) blending one image with another using a soft brush (the fuzzy round one)
