I dont think so. I had a RHD Jeep for awhile. It wasnt a mail Jeep or any thing, just an every day normal RHD Wrangler (you can order them from any Jeep dealer). No special insurance was needed. I picked it up for a steal. Lifted it and took it out on the trails. It got lots of looks from other Jeepers thats for sure.
All though, a Jeep isnt a Skyline either. Insurance is going to be high regardless. Its a "sports car" and its imported. Parts are hard to find if he wrecks it and the insurance company has to pay any thing, they arnt going to like it.
