The seller will ship the item to the buyer and he has 5 days to inspect it -->4.The buyer will contact Ebay and will notify them if he is satisfied or not --> 5.Ebay will release the money to the seller(in case the buyer is satisfied) or will refund the buyer(in case he is not satisfied).

I know you said its kinda out of your options, but ask him if he is willing to fly to the US why cant you fly to wherever he is? Then you can give the money in person and such...?

Doesnt even mean you have to do that, but if he panics and absolutely refuses to even consider any scenario that would get you and him to make eye contact with one another its probably a scam of some kind. Esspecially with him being out of the country...
