My guess was fuel pump. But since you say you are sure it is getting fire and fuel....

If it was ME, I would first pull the ECM fuse for a bit and allow the computer to reset, then try again. IF no dice, then pull a plug or two, and check for fouling.
Its just hard for me to understand why an engine with a new rotor and cap, plugs, and fuel pump will not start. I assume that a Jeep of this model year is equipped with either TPI or MPI fuel injection. BUT it is unlikely that ALL the injectors would fail at once...lol.
It is possible that you have water in your gas, but that would most likely cause a sputtering, and then stalling effect. In most situations, it would at least hit.
Just make sure your fuel pump is alright, that was my first guess anyways.

I'm drinking moonshine, but hit me up when I'm sober, and I am pretty slick around anything that runs on gasoline or diesel....even the infamous rotaries!! I've been doing it for a while, because in my part of the country, we are too poor to pay mechanics!!
