1.6 Powers On When Pluggeg In

i had a customer bring his box to me after 9 months and he is getting the instant power on problem that lots of people have had.  it is a 1.6 with an x3.  i tried removing the chip  and replacing the v1.6 dead syndrome transistor with no luck anyone have any solutions havent swapped out power supplies yet.
