I'm assuming you meant port 21. Make sure it's TCP and not UDP.
Also, let me point out that you don't need static IPs for the remote ftp access to work. There are several free dynamic DNS providers around that let you automotically register your dynamic IP, as soon as it changes.
For all the people having problems with port forwarding, it probably requires a case-by-case solution, but it's generally because of firewalls at some point in the network. You should try using a computer instead of the xbox, if it makes the troubleshooting any easier. Try
briefly disabling the firewall and see if that works...

I would never leave anything connected to the network completely unprotected by firewall, tcp wrappers, MAC filters, IP filters, etc...
