My upload speed seems to vary from 360kbps to upward of 800kbps. What is a good speed to host games?? And does the fluctuating upload speed effect gameplay??

That sounds like a good enough speed for hosting, but probably for not more than 4 other players.

I have 2 mbps upload cable and I can host 11 players before any lag starts.

VinnySem dont know what u bin smokein, if your talking about halo 2, i host 4 people on full green including myself on 128 up, but for a full party (16) your looking at 1MB 1.5Mb + Upload

i have a 400 up and i can host 8 with 7 having full green and one having a low green
