no im pretty sure you hit it on the head.  He tricks the Masterchief into helping him, but then again if the MC didnt help, everyone would die....so.  But there is a monitor (guilty spark) for every installation, if you pay enough attention when MC and the Arbitar are being held by big nasty flood guy you will see a ball like guilty spark but he is red, and says hes monitor of like 005, i think guilty spark is 004.  Althought im not positive about these facts im pretty sure there right.

Sparky is the monitor of Installtion (halo 04), the other one is the monitor of installation 05 (halo 05). The're 7 halo's (possible 8 it depends on if the monitor counted the one you blowed up).
